Fraser Health Authority, one of Canada's largest health authorities serving over 1.9 million residents, had accumulated over 500 Crystal Reports across more than a dozen business domains spanning clinical, financial, and operational functions.
These reports ran on SAP BusinessObjects Enterprise infrastructure requiring local installations, manual distribution, and significant administrative overhead. Governance was fragmented, and the long-term sustainability of the BOE environment was in question.
Initial migration phases targeted high-priority clinical and financial reporting as proof-of-concept domains, with additional waves planned across all remaining departments. Power BI Paginated Reports were chosen to preserve the pixel-perfect layouts required for regulatory reporting. A unified semantic model was designed to consolidate fragmented data sources, delivering consistent metric definitions across all departments for the first time.
Each report underwent rigorous side-by-side validation with identical parameters across both platforms, full reconciliation of record counts, aggregate totals, and exception cases. All production reports were formally signed off by business owners and are live.
Deployment used a structured Dev to Test to Prod workspace pipeline with role-based security groups, controlled promotion requiring documented approval, and native Row-Level Security replacing the fragmented Crystal/BOE security model.
All five migration stages were successfully completed. The full migration eliminated all BOE infrastructure dependency, reduced validation effort by 30-40%, and replaced local BOE installations with secure browser-based access. Report sharing turnaround time improved substantially through workspace-based access controls.
